About Us

A luxury build is one of the largest investments you will ever make, and delivering it well takes more than a good contractor and a talented architect. It takes someone whose only job is to protect your interests from concept through to completion.

Tarraco is a private client-side project management firm based in the UAE, representing owners on luxury residential and bespoke projects across the region and internationally.

We coordinate every consultant, contractor, and supplier, manage budget, programme, procurement, and quality, and keep your vision at the centre of every decision.

Just as importantly, we give you back your time. By taking care of the day-to-day demands of the project, you’re free to focus your time and attention where it matters most to you.

The result is a build delivered with clarity, control, and confidence, where you always know where your project stands & always have someone accountable to you alone.

We are paid only by you

No hidden fees or payments from any contractor, consultant, or supplier on your project. Your fee is our only source of income, and that is what keeps our advice independent.

We answer to you, and only you

We lead your project independently, coordinating every consultant, contractor, and supplier from concept to completion. On your project, we hold no building contract and take no margin on the construction.

Your vision drives every decision

Every consultant, contractor, and supplier has a role to perform. Ours is to represent yours, keeping each recommendation and outcome aligned with your vision.

Pre-Tender Discipline

Scope and finishes are locked in detail before contractors price the work. Variations are reviewed before they reach you. Your full cost position is visible at every stage of the build.

Build-Quality Guardrail

Trades are vetted against a defined finish standard before appointment. Joinery, stone, and bespoke detail are sampled and signed off before installation. Workmanship is inspected throughout the build, so defects are caught early.

Program Control

The build runs against a realistic program, with critical activities and approval lead times tracked weekly. Slippage is identified early and recovered through coordination. The program is held to the same discipline as the budget.

Direct Principal Access

The principal running your project is the principal you speak to. You receive a structured update covering cost, program, risks, and decisions on a defined schedule. Issues are flagged early, while you can still act on them.

Approvals Pathway

Permits, community approvals, contractor licensing, and consultant submissions are organised from the planning stage. Approval risk is managed alongside the program. Your project moves through compliance in step with the build.

PROCESS

The steps we walk through with every client before the work begins

01

Initial Consultation

A private conversation with a principal to understand the project, your priorities, and the position you are starting from. No pitch, no commitment. You leave with a clear sense of how Tarraco would approach the project and whether the fit is right.

Image
02

Project Review

If the fit is right, we move to a deeper review. We examine the brief, the documentation, the team already involved, and the position of the project today. You receive a written summary of the project as we see it, the key risks, and our proposed scope of engagement.

Image
03

Engagement Proposal

A written proposal setting out the scope of work, the controls applied, the fee structure, and the engagement terms. The proposal is built for the project, with the time and discretion to consider it before committing.

Image
04

Commencement

On agreement, the project begins. The principal who led your consultation is the principal who runs your project. The same controls across budget, finish, program, communication, and approvals are applied from day one.

The calibre of luxury residences behind the firm representing you

MEET THE FOUNDER

Your project is run by an expert who has delivered luxury developments at the highest level

About
Man with short hair and trimmed beard wearing a white buttoned shirt with arms crossed.
Elie Tarraf

Tarraco is founded and led by Elie Tarraf. Elie brings over 20 years of construction experience, including more than 14 years leading his own building company and delivering luxury homes in Sydney.

Operating between the UAE and Australia, Elie travels personally for select projects, managing luxury builds for clients across the UAE, Australia, Europe and internationally.

Every Tarraco engagement is run by Elie personally, from the first call through to handover. Your enquiry does not go to an account manager. Your project is not handed to junior staff once the contract is signed.

This is the model the firm is built around. It is also the reason Tarraco only takes on a small number of projects each year. The work is too important to pass off, and the relationship is too important to manage from a distance.

FAQ

Questions answered before you start a conversation

Where does Tarraco operate?

Tarraco operates internationally, representing clients across the UAE, Australia, Europe and beyond. We personally manage luxury residences, holiday homes and select developments wherever our clients choose to build.

We already have an architect. Do we still need an owner's representative?

Yes, in most cases. Your architect is engaged to deliver the design. Tarraco is engaged to act on your behalf across cost, program, finish quality, communication, and approvals — work that sits outside the architect's contracted scope. The two roles are complementary, and on luxury projects they typically work alongside each other.

We have a builder we trust. Why would we add another party?

The builder is engaged to deliver the build and is paid by you to do so. They are commercially exposed to the program and the cost of construction, which means their interests and yours are not always aligned on variations, allowances, and finish decisions. Tarraco represents you in those moments, with no commercial interest in any other party on the project.

How is Tarraco different from a project manager hired by the builder?

A project manager hired by the builder works for the builder. They are paid by the builder, report to the builder, and are accountable to the builder. Tarraco is engaged only by the owner, paid only by the owner, and accountable only to the owner. The roles look similar from the outside. The loyalty is structurally different.

Can Tarraco take on a project that is already underway?

Yes. Tarraco engages at any stage of the project lifecycle, from feasibility through to handover. The earlier the engagement begins, the more value the firm can add. However, mid-project engagements are common, particularly when an owner has lost confidence in the existing oversight.

We are not based in the UAE. Can Tarraco represent us remotely?

Yes. A significant portion of Tarraco's work is delivered for overseas owners. Communication is structured around the owner's location and time zone, with regular reports, photographic site progress, and direct access to Elie on every decision that matters.

How are fees structured?

Fees are set against the scope and complexity of the project and are presented in a written proposal after the initial review. There are no commissions, kickbacks, or referral payments from contractors, consultants, or suppliers. The owner is Tarraco's only source of payment.

How many projects does Tarraco take on at one time?

A small number. Each engagement is run personally by Elie. Capacity is reviewed before every new engagement is accepted.

Is everything we discuss kept confidential?

Yes. All enquiries, project details, and engagement specifics are treated in strict confidence. Tarraco does not publish client work or use client projects as marketing material unless otherwise approved by the owner.
